سليمان فيضي الموصلي ...بقلم :غانم العناز

سليمان فيضي الموصلي
                                                            بقلم غانم العنّاز **


هو خالي الحاج سليمان بن الحاج داود بن الشيخ سليمان القصاب العوادي الملقب (بفيضي) المولود في مدينة الموصل سنة 1885. فمن اين اذن جاء هذا اللقب الذي اشتهر به وعرفت به اسرته من بعده؟

ان لذلك حكاية لحادثة طريفة سوف تظهر تفاصيلها خلال سردنا لاحقا




          التحق في بداية طفولته بكتّاب المحلة (الملا) فحفظ القرآن ويذكر من رفاقه فيها عبد الغني النقيب ومصطفى الصابونجي. تعلم بعد ذلك شيئا من اوليات الفقه والتجويد من والده وقسما من الاجرومية في مدرسة جمشيد الوقفية التي تشاء الاقدار ان التحق أنا بها في طفولتي لحفظ القرآن الكريم ومن ثم خلال العطلات الصيفية بعد التحاقي بمدرسة الحدباء الابتدائية في اوائل اربعينيات القرن الماضي.                 دخل المدرسة الاعدادية ذات الخمسة صفوف وهو في العاشرة من عمره. ويذكر من رفاقه في الصف الاول : مولود مخلص ، عارف العارف ، ناظم العمري ، إسماعيل شنشل ، داود الحيدري ، قاسم الشعار ، واكرم العمري.

اما الطلاب الذين كانوا في الصفوف المتقدمة فيذكر منهم : داود الجلبي ، محمد رؤوف العطار ، داود سليم ، علي جودت ، قاسم محمد علي ، محمد علي مصطفى ، صديق الدملوجي ، فاروق الدملوجي ، وامجد العمري.


 ثم يذكرالمرحوم انه عندما اكمل السنة الرابعة من دراسته ترك مدينة الموصل للالتحاق بالمدرسة الاعدادية العسكرية في بغداد هو ورفاقه علي جودت ، وداود سليم ، وقاسم محمد علي ، ومولود مخلص ، وتوفيق فكرت ، ومحمد شيت ، ومحمد علي مصطفى الامام ، وشهاب الدين ، و سليمان حكمت.


يقول: (استقر بنا المقام في القسم الداخلي من المدرسة الاعدادية ونسبت الادارة التحاقنا بالصف الثالث الرشدي.


وفي اليوم الاول بعد التحاقنا تلا المعلم اسماء الطلاب الجدد ، فلما ورد اسم سليمان الموصلي أجاب طالبان في وقت واحد ، إذ كان لي زميل موصلي اسمه سليمان. فرأى مجلس المدرسين ، منعا للالتباس، أن يختار كل منا لقبا يضاف الى اسمه. فاختار صديقي لقب حكمت وصار يدعى سليمان حكمت ، أما انا فقد ارتأى مدير الاعدادية تسميتي بسليمان فيضي ، تيمنا باسم المشير العثماني أحمد فيضي باشا. ومنذ ذلك الحين عرفت بهذا الاسم).


إستمرت الدراسة لمدة خمس سنوات تدرج فيها الطلاب الى الصف المنتهي وكان من زملائه في الصف عدا الذين جاء ذكرهم اعلاه : نوري السعيد ، عبد اللطيف نوري ، طه الهاشمي ، عبد الحميد الشالجي ، نظيف الشاوي ، احمد رشدي ، رؤوف الكبيسي ، خليل زكي وخالد الزهاوي.


يقول رحمه الله : (اوشكت آمالنا بالسفر الى استانبول للالتحاق بالكلية الحربية ان تتحقق بعد ايام قلائل ، لولا ان حدث ما لم يكن في الحسبان. فقد حدثت مشادة كلامية بين اثنين من زملائي ، ثم تطور النزاع الى الضرب ، وحين امعن احدهما بضرب الآخر ضربا مبرحا لم يسع رفاق هذا الا مناصرته ، فخف زملاء الاول ايضا الى مؤازرته وتوسعت شقة النزاع.


انتهى النزاع بتدخل المسؤولين ، وقدم الطلاب الثمانية المتخاصمون التالية اسماؤهم الى مجلس المدرسين لمحاكمتهم :


مولود مخلص (الموصل) ، شاكر وفي (الموصل) ، مصطفى عزيز (استانبول) ، سليمان فيضي ، (الموصل) ، سعيد سارة (بغداد) ، عبد الرزاق حلمي (بغداد) ، اسماعيل حقي (بغداد) ، فؤاد نظيف (دمشق).


احال مجلس المدرسين اوراق التحقيق الى نظارة الحربية في استانبول فاصدرت حكمها بفصل الطلاب المذكورين فصلا نهائيا من المدرسة ،على ان يلتحق من هم في السن القانونية للجندية بالخدمة الفعلية فورا ، ويؤجل من لم يبلغها حتى بلوغه السن المذكورة بعد ربطه بكفالة.


وقد ساعدني على تاجيل الخدمة المذكورة كون ولادتي مسجلة بدفتر النفوس عام 1888).


ولتخلصه من الخدمة ، التجأ بعد سفر شاق على الجمال دام اربعة عشر يوما ، الى الامير عبد العزيز الرشيد في نجد ، الذي ابرق الى الباب العالي لاعفائه من الخدمة فاستجيب طلبه في نيسان (ابريل) 1904.


رجع سليمان فيضي بعد ذلك الى البصرة وبدأ بدراسة القانون ليعين بعدها عضوا في احد محاكمها ويستقر فيها. وفي العام 1911 سافر الى الاستانة للحصول على شهادة الحقوق مما فتح المجال امامه للانخراط بالعمل السياسي من اوسع ابوابه.


ففي العام 1914 فاز سليمان فيضي وهو في سن التاسعة والعشرين بالانتخابات واصبح نائبا عن ولاية البصرة ليصل الى استانبول في آذار 1914 ويحضر افتتاح المجلس النيابي العثماني (مجلس المبعوثان) في نيسان.


كما انه ساهم في استقلال العراق وانشاء الدولة العراقية الحديثة لينتخب في  العام 1935 نائبا في مجلس النواب العراقي.


اذن ، فهو من ذلك الصنف من الرجال العصاميين الذين لديهم المقدرة على المثابرة للتغلب على العقبات باصرار كبير لتحقيق اهدافهم النبيلة.


وهو ايضا من ذلك الرعيل الاول من رواد النهضة العربية في نهاية القرن التاسع عشر وبداية القرن العشرين الذين عملوا باخلاص على مكافحة الظلم والجهل والفقر والمرض وغيرها من الآفات التي كانت تنخر في جسد الامة. 


اعتزل السياسة في العام 1937 ليعكف على مزاولة المحاماة بعد خبرته الطويلة في هذا الجال ، حيث انه كان قد عين عضوا في محكمة استئناف العراق في العام 1919 ومن ثم قام بالتدريس في كلية الحقوق للسنتين الدراسيتين 1920-1921 و1921-1922 ، اضافة الى المطالعة والدرس.


قام رحمه الله بجمع مذكراته خلال فترة مرضه الاخيرة ابتداء من 1948 وكتابة بعضا منها وحين اشتد مرضه قام باملائها على ابنته ليلى ليقوم ولده الدكتور عبد الحميد بصياغة عباراتها وربط اوصالها الا ان الاجل المحتوم عاجله في كانون ثاني 1951 قبل ان تنشر مذكراته في 1952 تحت عنوان (في غمرة النضال). صدرت بعدها الطبعة الثانية في 1974 واخيرا صدرت الطبعة الاخيرة بحلتها الجميلة في 1998.


لقد كانت ولا زالت المذكرات مرجعا قيما وسجلا اصيلا وامينا ، ووصفا شاملا لسلسلة الاحداث الجسام خلال فترة الصحوة العربية واستقلال العراق. وقد اعتمدها المؤرخون والباحثون العرب والاجانب في العديد مما نشروه من كتب ودراسات تاريخية , سياسية ، واجتماعية  اذ قليلا ما يخلو بحث في هذا المجال عن تلك الفترة من الاشارة اليها او الاقتباس منها.


  لقد كان رحمه الله ذو اسلوب سهل وديباجة انيقة رشيقة مما ساعده على غزارة الانتاج ونشر العديد من مؤلفاته المدرجة في القائمة ادناه بالرغم من اعبائه الكبيرة الاخرى.

Suleiman Faidhi had a thorough understanding of the sufferings of the less fortunate. He dedicated much of his time to help alleviate and improve the lives of fellow Iraqis.


Newspaper


·         Established the first Arabic newspaper, al-Iqadh (The Awakening), in the Arabic language in Basra in May 1909. The paper gained subscribers in neighbouring Arab lands, Indian subcontinent and Singapore. As a journalist, Suleiman Faidhi wrote articles about critical political issues and social concerns. He questioned government decisions and tackled many issues of injustice and oppression. He called for reforms and openly criticized those in power, exposing himself to threats and intimidations.

Educational Establishments


·         Created the first Arabic school, Tithkar al-Horria (Freedom Rememberence), in Basra in 1908.


·         Lobbied for and succeeded in a ruling for the fairness in salaries of female teachers in 1909.


·         Lobbied for and succeeded in the reestablishment of the main girls' school in Basra in 1909.


·         Created a school to teach Turkish language in Basra in 1910 to assist Iraqi government employees.


·         In December 1911, with the support of the main opposition political party in Basra, he succeeded in stopping the plans to close the School of Law in Baghdad.


·         As a representative in the Ottoman Chamber of Deputies he lobbied for and succeeded in the establishment of a school in Basra in 1914.


·         Took an active part in the reopening of the College of Law in Baghdad after the British Occupation in 1919. And as a lecturer in the College, he published three books in Law and Constitutional Rights in the Arabic language for the College students.


·         Established the Tafayoudh High school in Baghdad in 1919.


·         Was one of the three members of the Supreme Educational Council in Baghdad in 1921 with Sati al Husri and Maarof al Rasafi.


·         Instigated and secured the creation of the first girls' school in al-Karkh, Baghdad in 1922.


Library


·         In 1918, established Altajadud Library, the first public library in Basra. The Library acquired thousands of books and became a centre for conferences and meetings of Iraqi intellectuals where Suleiman Faidhi himself gave a number of lectures.


Law Firm


After passing his exams at the College of Law in Istanbul in June 1911, he returned to Basra and founded the first Law firm in Basra in 1911. In addition to the practice of law, the firm was prominently used as a base for the administration of many of his fund raising charities, campaigns to raise awareness, and for organising many political, cultural, educational and patriotic activities.


Chamber of Deputies


·         Representing Basra in Majlis al Maboothan (the Ottoman Chamber of Deputies) in 1912 and again in 1914, he was instrumental in getting Iraqi voices heard. Amongst many other issues, he lobbied for the creation of a largely Arab provisional government in Iraq and for the use of Arabic language in schools, administration, court and government.


Member of Parliament


·         As member in the Iraqi Parliament in Baghdad in 1935, he succeeded in promoting a large number of social, cultural and educational projects.


Courts


·         First Judge of the first Civil Court in Basra in 1915.


·         The senior Judge of the Court of Appeal in Baghdad in 1919.


Hospitals


·         Lobbied for and succeeded in the establishment of a principal hospital in Basra in 1918.


·         Donated all the proceeds from his play, al-Riwaya al-Iqadhia, to the Ahly Hospital in Basra in 1919.


Care Home for the Elderly


·         Established Basra’s Care Home for the Elderly in 1941, personally funding it until managing to collect enough contributions from fellow lawyers to turn it into a fully functioning establishment. Basra council was overwhelmed by this humanitarian act and later took responsibility for the administration and funding of this institution.


Red Cross & Red Crescent


·         Contributed to the creation of the Red Cross & Red Crescent in Basra in 1914.


Orphanages


·         With the support of King Faisal, he created the “Islamic Orphanage” in Baghdad in 1922 and chaired its committee. His work on the large campaign to collect funds for it subsequently resulted in establishing it as the most significant shelter for the orphans and a functioning school in Iraq. The Orphanage enjoyed the financial backing and continuous support from the Christian Community, while the well known Jewish Iraqi Minahaim Danial paid the 1000 Golden Liras needed to erect, equip and furnish the modern buildings of the Orphanage in Baghdad.


·         Established a charity-funded industrial school, Muqadamat al-Taraqqi, in Basra in 1909 to help train orphans and children from poor families.


·         Headed a charitable organisation for the care and protection of orphans in Basra in 1941.


Gulf Arab Unity


·         One of the founding members of the commission for Gulf Arab unity in 1938 which called for the unification of the Emirates for the common benefit.


Iraqi Elections


·         Created the commission for Iraqi elections in 1920. As an active member, he gave bold speeches pressing for the demands of the nation.


Political Parties


·         Created and assisted the formation of a number of political parties, including, Hizb al-Hur al-Mu'tadl, the Moderate Liberal Party, Iraq’s first opposition party in Basra 1911. Later he was a founder member of the Liberty and Union Party followed by the Reform Society in February 1914.


·         Created the first Arab Patriotic society in Mosul in 1913.


·         Elected President of “al Ahd” party in 1919. The Party was dissolved in 1920 when the Iraqi Revolution started.


·         Head of the Basra committee for al-Akhaa Party between 1930-1936.


Palestine


·         Headed the commission for the support of Palestinian victims after the 1948 partition. Worked on a large campaign to gather funds and to send aid to help relieve the suffering of the Palestinian people.


Chamber of Trades


·         An active administrative member in the Iraqi Chamber of Trades. Resigned after six years in 1948 due to ill health.


Culture & Science


·         Succeeded in starting the Cultural and Scientific Society in Basra in April 1910 which contributed largely to the creation of a widely spread literary and cultural movement.


·         Headed the administration of the Institute of Science in Baghdad in 1921, an establishment for thinkers, journalists and authors.


·         An administrative member in the society for Modern Literature in Basra in 1921.


Agriculture & Local Affairs


·         Established the Royal Agricultural society in Basra in 1928. Sought funding for, and then headed a project to irrigate large areas of land deprived of water. The project was inaugurated by King Faisal of Iraq and benefited a substantial number of farmers around the Basra region.


·         Elected as a representative for the Ministry of Economy in 1940 to the Society for the Cultivation of Dates. Resigned after objecting to co-operate with the British disagreeing with a deal harming Iraqi farm owners.


·         An active adviser in the administration of Basra in 1918. His responsibilities included building of schools, selecting teachers and implementation of housing and other council projects.


·         Appointed as the head of an emergency relief commission for the victims of the Basra floods in 1946.


Other Humanitarian Work


·         Created and headed society for the creation of hospitals and schools in the rural areas around Basra in 1936.


·         An active member in the society for the Protection on children in Basra in 1914.


·         Created and headed a chairty for helping Muslims in need in Basra in 1916. In addition to lobbying for funds, he donated all the proceeds from one of his books for this project.


·         Created and headed a charity for helping in the education of Muslim youth in Basra in 1929.
